Press Release: Tengku Adnan’s interest in Pavilion Genting Highlands Project – was it payoff for Taman Rimba Kiara approvals?

C4 Center refers to its press statement dated 22 January 2019 regarding conflict of interest involving ex-Federal Territory (FT) Minister Tengku Adnan Tengku Mansor’s and the proposed Taman Rimba Kiara development project.

Following up on the previous press statement, C4 Center has conducted a further analysis and wishes to state its findings.  C4 notes a series of parallel events occurring in relative proximity to each other over the course of 2016 and 2017, which appear to indicate possible correlations between the development movements of the Taman Rimba Kiara project and the Pavilion Genting Highlands project.

The chronology of events are shown as below:-

18 Jan 2013Mohd Khairuddin Nawawi is appointed as director of Tegap Dinamik Sdn Bhd. He, Rosmanira Junoh and Ahmad Lazri Long Ahmad Zainal Abidin continue to be directors of Tegap Dinamik until present.
28 Jun 2013Tengku Adnan, the then FT Minister is appointed as director and Chairman of Yayasan Wilayah Persekutuan (YWP).
12 Jul 2013Rosmanira is appointed as director of Aman Ikhtisas Sdn Bhd. Rosmanira is also a shareholder (1%) together with Major (B) Ismail Ahmad (48%) and Mej (B) Hj Zainal Bador (51%), and they continue to be shareholders until present. Mej Zainal Bador is also the director and shareholder of Pavilion Penang together with Tan Sri Desmond Lim. 
27 Jan 2014Rosmanira, Ahmad Lazri and Mohd Khairuddin are appointed as directors of Memang Perkasa Sdn Bhd. Memang Perkasa is the project company for Pavilion Taman Tun, the proposed development at Taman Rimba Kiara. This project is linked to Tan Sri Desmond Lim via Malton Berhad. 
7 Apr 2014YWP enters into a joint venture agreement with Memang Perkasa to develop 12 acres of Taman Rimba Kiara with an expected gross development value in excess of RM3.0 billion.
26 Mar 2015Tengku Adnan’s wife, Anggraini Sentiyaki and son, Tengku Iqbal Munawwir Tengku Adnan are appointed as director of Tadmansori Holdings Sdn. Bhd. Tadmansori Holdings is mostly owned by Tengku Adnan (99.99%) together with his brother, Tengku Rethwan Tengku Mansor (only 4 shares).
29 Jun 2015In respect of the proposed Pavilion Taman Tun project at Taman Rimba Kiara, the first application for planning permission was submitted and conditional approvals were granted between 13 Aug 2015 and 12 November 2015.
27 Jan 2016After the above conditional approvals were given, Rosmanira ceases to be director of Memang Perkasa. She is replaced by Lim Siew Fai (Managing Director of Malton Berhad), Chua Thian Teck (Executive Director of Malton Berhad) and Hong Lay Chuan (Executive Director of Malton Berhad).
29 Jan 2016Two days later, Rosmanira’s business partner Major (B) Ismail Ahmad is appointed as a director of Sering Manis Sdn. Bhd. Sering Manis is the project company for Pavilion Genting Highlands, a project linked to Tan Sri Desmond Lim.
11 May 2016A fresh company named Dataran Hartajaya Sdn. Bhd. is incorporated and subsequently subscribes for 30% shareholding in Sering Manis. To date, Dataran Hartajaya shareholders are Rosmanira’s Aman Ikhtisas (33.3%) and Tengku Adnan’s Tadmansori Holdings (66.7%).
18 May 2016A fresh company named Permai Puncakmas Sdn. Bhd. is incorporated and subsequently subscribes for 19% shareholding in Sering Manis. 
25 May 2016Mohd Khairuddin of Tegap Dinamik (ie. Rosmanira’s fellow director and shareholder) and Shahrin Bin Osman (ie, Tan Sri Desmond’s fellow director and shareholder) are appointed as directors of Permai Puncakmas.
6 Jun 2016Sering Manis enters into a conditional Sale and Purchase Agreement with Panji Selera Sdn Bhd for the proposed acquisition of a parcel of freehold land in Bentong measuring approximately 279.86 acres for a cash consideration of RM170.67 million. This is the site for the Pavilion Genting Highlands project. Panji Selera is a company linked to Tun Daim Zainuddin’s family. 
14 Jun 2016Eight days later, the development notice board for Memang Perkasa’s Pavilion Taman Tun project is put up inside Taman Rimba Kiara.
29 Aug 2016Kuala Lumpur City Hall (DBKL) objection hearing is held for Memang Perkasa’s Taman Rimba Kiara project.
28 Sep 2016Mej Zainal Bador is appointed as director of Dataran Hartajaya. Mej Zainal Bador is Rosmanira’s fellow shareholder in Aman Ikhtisas as well as fellow director and shareholder of Tan Sri Desmond Lim in Pavilion Penang.
17 Feb 2017It is reported that Tengku Adnan claims that the ‘development order’ has been issued for Memang Perkasa’s Pavilion Taman Tun project at Taman Rimba Kiara. Tengku Adnan, being the then Federal Territory Minister and the then Chairman of YWP, had direct oversight of DBKL and the then KL Mayor.
28 Feb 2017DBKL appears to issue revised conditional planning permission to the developer Memang Perkasa.
14 Apr 2017Rosmanira’s Aman Ikhtisas acquires 33.3% of Dataran Hartajaya and 10% effective interest in Sering Manis. Concurrently, Tengku Adnan’s Tadmansori Holdings acquires 66.7% of Dataran Hartajaya and 20% effective interest in Sering Manis. Therefore, Rosmanira’s Aman Ikhtisas and Tengku Adnan’s Tadmansori Holdings jointly acquire 100% control of Dataran Hartajaya which owns 30% interest in Sering Manis, the Pavilion Genting Highlands project company. Tengku Adnan’s son, Tengku Daud Shah Tengku Adnan and Tengku Adnan’s brother, Tengku Rethwan are appointed as directors of Dataran Hartajaya. Major (B) Ismail of Aman Ikhtisas and Sering Manis is also appointed as director of Dataran Hartajaya.
13-Jul-17DBKL issues Development Order for the Memang Perkasa’s Pavilion Taman Tun project.
25-Jul-17Tengku Adnan’s brother, Tengku Rethwan is appointed as director of Sering Manis, Pavilion Genting Highlands project company.
6-Dec-17Sales gallery application for Pavilion Genting Highlands project is submitted to Bentong local authority for approval. Approval is granted on 8 Mar 2018.
