Following the Public Service Department’s (PSD) announcement that it will plug leakages in government spending, social activist Tan Sri Lee Lam Thye has called to target non-compliance of existing procurement rules, with collaboration from the Malaysian Anti-Corruption Commission (MACC).
Lee called for the review of existing integrity committees in various departments to ensure that they are effective in imposing transparency on all contract issuance matters and weeding out corruption.
The Service Circular No.6/2013 required all Federal Ministries, Departments and Government Agencies to set up internal Integrity Units that would work alongside MACC to report misconduct and corruption.
The National Anti-Corruption Plan 2019-2023 (NACP) plan which was launched on Jan 29, 2019, revealed that the procurement sector, from 2013 to 2018, recorded 42.8% of the total complaints received on corruption (involving the public sector) followed by the enforcement sector at 23.9%.
