The National Anti-Corruption Plan (NACP) 2019-2023 outlines 17 strategic objectives which produce 115 initiatives to be implemented by 2023 to fight against corruption in Malaysia.
Launched on 29 January 2020, the implementation of policy reforms is led by the Malaysian Anti-Corruption Commission (MACC) involving every level of the public sector and various stakeholders.
The NACP’s main aims were to create a corrupt-free nation through three specific goals involving:
— Accountability and Credibility of the Judiciary, Prosecution and Law Enforcement Agencies;
— Efficiency and Responsiveness in Public Service Delivery, and
— Integrity in Business
However, a Mid-Term Review report on the NACP was published in May 2021 which showed insignificant progress to fulfil the above objectives.
Its ‘Statement of Commitment’ revealed that focus had been placed on the country’s economic recovery resulting from the Covid-19 pandemic.
An unsettling political crisis also saw several governments rising and falling since Malaysia’s 14th General Election in 2018, thus pushing back reforms intended for the country in various areas and may have even affected the execution of the NACP as Parliament proceedings were suspended following an Emergency declaration by the Perikatan Nasional government in January 2021.
